SURLINGHAM PARISH COUNCIL

Minutes of the virtual meeting held on Tuesday 19 May 2020 at 7:30p.m

Attending: Councillors John Broom, Richard Atkins, Will Mack, Pat Scowen, Mike Stiff, Phil Reeve, Dave Swinborne, Clerk Janet Rogers and one member of the public. County and District Councillor Vic Thomson joined the meeting later

1. Chairman John Broom opened the meeting and welcomed all participants
2. Apologies and approval of absences – Councillor Thomson would join later as he had a prior engagement.
3. Declarations of Interest – None
4. To approve as accurate the minutes of the meeting on 21 April 2020 – Approved
5. Matters arising from those minutes – Item 6 Play park swing. Councillors asked Clerk for an update on possible delivery. Item 12 Speed awareness machine. It was thought the machine could be removed by one person. Councillor Broom to remove it and advise the Clerk when the data can be downloaded. Item 14 Footpath 4, Clerk asked the Chairman if the meeting had been arranged with NCC item 14. As it had not the Chairman asked the Clerk if she would make the arrangements.
6. Progress reports Councillors/Clerk – Jes Atkins donation of £150 from the Litter Pick prize has been paid by SNDC. This amount will be ringfenced to be used for repairs to the footpath. First instalment of the precept has been paid £3819. The accounts for 2019/20 are with ADEPTA. Parish Hall energy supplier SSE has agreed to a reduction in the standing order while lockdown is in place. When the next bill is received Clerk will read the school meter and invoice them accordingly.
7. Motion to restrict Vehicular access to The Staithe – A lifting of the lockdown restrictions had seen more traffic using the Loke to the Staithe. Clerk had also received an email from a resident concerned at the number and speed of those vehicles. After discussion it was proposed that the use of the Staithe be restricted to use by parishioners only and permission to be given if vehicular access was required.
8. To receive reports from the County and District Councillor – Councillor Thomson joined the meeting and commended both staff and the many volunteers helping to support residents throughout the County and within the villages. He said the response had been outstanding. Both the authorities have been affected and work originally planned will be delayed due to resources being redirected to address Corvid19. NCC The Mobile Library has started a new scheme for parish clerks to sign their respective parishes up to become a ‘Parish Friend of the Mobile Library’– ultimately the parish will be entered into a league table with the other parishes which join. Parishes will be recorded alongside their book issues and at the end of the year the parish with the highest amount of book issues will win the ‘Parish Friends Cup’ which they can keep for most of the following year. We hope that this will foster some friendly competition and help encourage parishioners to visit the Mobile Library and see what we have to offer. The parishioners need only to visit the Mobile Library and borrow/return books to us to help their parish win the Cup. Young Carers Campaign A new campaign aimed at Norfolk’s young carers launches on Monday 18^th Led by Norfolk Safeguarding Children Board, Heroes at Home recognises the vital role young people play in supporting their loved ones at home and highlights the range of support available to help them. Locally I Have agreement to extend 30 MPH limit up to the top of the hill on Bramerton Road BUT I am not sure if I have my highways grant. SNDC Helping residents Our Help Hub continues to be busy with 50 food drops this week and although the average number of calls has reduced from 500 to 400 the issues that we are being asked to help with have become increasingly complex.  Helping Businesses We are continuing to try and contact our local businesses that have not come forward to claim a grant. We are phoning, emailing, and writing to companies and we sent a press release asking local businesses to contact us to claim their money.
9. Finance
   1.   Approve Renewal of Parish Council Insurance via BHIB Brokers with AVIVA – Approved
   2. Donation to NARS – Approved
   3. Authorise Payments – Insurance renewal BHIB £558.80, R Hardingham £105, J Rogers £296.15, Household expenses £15.15, Travel £10.35, Ink Cartridges £19.99 Zoom £14.39.

10. Further discussion/comment to RSPB re Coldham Hall flooding – Clerk reported no further correspondence with RSPB.
11. Correspondence: BHIB considers risk re closure of Play Parks – Councillors agreed to continue with Government guidance and keep the play park closed. Number of emails circulated to councillors up to 12 May 2020 – 31
12. Items for inclusion on the next council agenda – Review and revise Standing order to accommodate virtual meetings. Clerk to circulate current and recommended changes.
13. The date of the next meeting 16 June 2020.

Chrissie Ryding is delivering the next collection of items to The Trussell Food Bank in Norwich on Monday 1st June; tomorrow.

If you would like to contribute, please leave your donations in her porch at The Willows, 16 The Street by 8am on Monday.

The food bank have advised that they would particularly like tinned tomatoes and pasta sauces. Tinned and dried food that will last is ideal and preferable to fresh food with a limited shelf life.

A special presentation of a signed card and a hamper each was made to both Yare Valley Farm Shop and Teles Patisserie this afternoon in recognition of their outstanding contribution to our wonderful community during the ongoing Covid-19 pandemic.

Tim, Will, Glenn and Lily (busy in Sheringham today) have kept Yare Valley Farm Shop stocked with all manner of fabulous local goodies and basic essentials. The shop has remained open 7 days a week and has become a lifeline for many Surlingham residents; and beyond!

Similarly, Joaquim and Ana restructured their patisserie and have been selling freshly baked cakes, pastries and bread 6 days a week. In addition to their normal opening hours, they have also collected shopping for vulnerable and isolating regulars, and have started regular deliveries to our village and beyond. Joaquim and Ana have also coordinated the collection and delivery of hampers to a number of NHS facilities over the last 8 weeks.

Many thanks to Simon Tait who organised the collection on behalf of the Village Volunteers and made the presentations, to Amanda Addison & Cynthia Finlayson for creating the ‘thank-you cards’ and to the MANY kind residents of our village who gave so generously.

Surlingham is truly a wonderful community! 😊

Hello lovely Surlingham!
First thank you once again for your support, kind words, concern and … love! We are overwhelmed by all that!

Now just to update you on some things down here:

Despite the government guidelines to ease down the lockdown, we feel we need to continue with our strict policies in our happy place. This means we will continue with the rule of one customer at a time inside the Patisserie as well as operating with pre-orders and collection of these orders, choose on the time of your visit and take away and delivering to everyone, every day, when you need and free of charge.

We still believe this is the safest thing to do in this Covid -19 reality.

We are continuing to help others in their shopping. So if you or someone you know can’t go out for their essentials, going to the post or something else, please let us know. We are here to help everyone.

Over the weekend we will not have any chairs available outside the Patisserie as we have had episodes where people think it’s ok to drink and eat outside. As we believe a lot of walkers might be around, although the farm grounds are only available as a way to the farm shop and to us, Ana might have no time or eyes to be on top of everyone behaving less well. So this will prevent temptation. Thank you for understanding.

Also the Priscila Bacon Lodge Hamper is closed and we raised a total of £90.00 in cash and lots of toiletries, chocolates, soup, rice and charms. The hamper will be delivered during the week by Clive Evans as we are short on time for that.

Next hamper will go directly to Brundal Ward at NNUH as they are the only Ward at the moment receiving Covid – 19 patients. If you wish to donate, you can do so at our premises – everything is welcome!

Please see Gary Whiting’s response to an email sent on behalf of the Rockland St Mary Parish Council regarding the opening of Rockland Surgery.

“With regard the re-opening of our Rockland St Mary Surgery, we are being led in some respects by Government policy around patients that are shielding. As you may be are aware, shielding patients are the group of people which have been identified as those at most risk if they catch the virus. Unlike the rest of the public who are adhering to social distancing guidance, shielding patients are those who have been asked to isolate through to 30th June (3 months in total). We are required to offer a location to support these patients if there are ongoing health issues and we are using the Rockland St Mary Surgery to see these patients on a purely invited basis (one in one out, with total decontamination between each). This will help keep these patients safe.

Originally our decision to close Rockland St Mary was to manage resources and our Covid response at one location when we ourselves had staff unwell and in isolation. Temporary closure of the Rockland St Mary Surgery was not an easy one to make. Shortly after this, with a shielding list of over 500 patients across our whole Practice area, we created the ‘shielding clinic’ at Rockland St Mary.

The date of the next review considering the next steps for shielding patients is 30th June and so the earliest date of re-opening Rockland St Mary to the wider public would be 1st July. This is in no way confirmed.

The whole team understand the challenge of the branch surgery being closed, but it has enabled us to maintain full medical services to the most vulnerable and at risk patients in a safe environment.

You ask specifically about the options for patients ……… who need to contact a doctor. This is still an option and many have indeed been in touch. We are still responding to all contacts initially by telephone, video or online consultation, followed by an invitation to visit the surgery in Poringland if necessary. As part of the discussion about the face to face appointment, we would discuss the ability to get to Poringland.

If there is a need to be seen and there are no transport options, we would consider seeing them at the end of a shielding clinic at Rockland St Mary Surgery or visiting them at home in full protective equipment.

No one should feel unable to contact the surgery for support at this time with any of their new or ongoing medical needs.”

OOOOOh! completely forgot to say, we now have a full pet corner for your doggy and catty essentials. Wet and dry dog and cat food, dog treats us per, kitty litter and even some meal worms! Again, if any other specific requests do let us know
